But that Madisonian notion that politicians would be ambitious for themselves and eager to win re-election and to fight for their own side. The Constititutional system of federalism and division of powers is based in no small part on this concept. Here's Madison in Federalist 51:
But the great security against a gradual concentration of the several powers in the same department, consists in giving to those who administer each department, the necessary constitutional means, and personal motives, to resist encroachments of the others. The provision for defence must in this, as in all other cases, be made commensurate to the danger of attack. Ambition must be made to counteract ambition. The interest of the man, must be connected with the constitutional rights of the place. [my emphasis]House Speaker Nancy Pelosi and House Majority Leader Steny Hoyer are working hard to bury that notion under the rubble heap of history by their insistent refusal to even begin impeachment proceedings against Trump. The Democrats are making themselves appear to be as nakedly partisan as the Republicans were in 1998, by doing the opposite. They are going on television and giving interviews in which they wring their hands and express their fears that impeaching the president will harm them politically. Why they think it's a good look to show themselves as self-serving pols in light of this assault on the constitution is beyond me. You'd think they at least would make the argument on the merits if they are too scared to impeach. If the Democrats refuse, both parties will have said that a president cannot be indicted while in office and that impeachment is no longer operative for Republicans. If you don't believe me, just think about the fact that the last Democratic Special Counsel was Archibald Cox [1973]. Only Republicans are allowed to investigate. If they let this pass it will be clear that only Republicans are allowed to impeach. [my emphasis]
There’s no good road map for the Democrats – or for anyone who cares about the future of this country – to navigate this. But there is a moral path. That would be to defend the Constitution, and the fundamental tenets of a functioning democracy, with the same all-out, no-holds-barred intensity that Trump uses to save his own spray-tanned skin. If impeachment is the only moral course, pursue that – steadfastly, and without fear.Bunch explains the Democratic excuses to not attempt impeachment at some length in the first part of his column. I almost thought he was defending the Pelosi-Hoyer duck-and-cover approach. But he finished the column with the two paragraphs quoted above.
There are two clear advantages to doing the right thing. 1) Courage and boldness will help unite The 54 Percent, which last time I checked is greater than 46 percent if (unlike 2016) it sticks together. 2) You’ll be doing the right thing. [my emphasis]
